Model Exposure Control Plan

The Model Exposure Control Plan is intended to serve as an employer guide to the Occupational Safety and Health Administration (OSHA) Blood-borne Pathogens standard. A central component of the requirements of the standard is the development of an exposure control plan (ECP).

The intent of this model is to provide small employers with an easy-to-use format for developing a written exposure control plan. Each employer will need to adjust or adapt the model for their specific use.

The information contained in this publication is not considered a substitute for the Occupational Safety Health Act or any provisions of OSHA standards. It provides general guidance on a particular standard-related topic but for specific compliance requirements.

In pursuit of this endeavor, the following exposure control plan (ECP) is provided to eliminate or minimize occupational exposure to blood-borne pathogens in accordance with OSHA standards contained in 29 CFR 1910.1030, "Occupational Exposure to Blood-borne Pathogens". In addition, we will solicit input from non-managerial employees responsible for direct patient care who potentially are exposed to injuries from contaminated sharps in the identification, evaluation, and selection of effective engineering and work practice controls.

The ECP is a key document to assist our firm in implementing and ensuring compliance with the standard, thereby protecting our employees. This ECP includes:

Exposure Control Plan

Employees covered by the blood-borne pathogens standard will receive an explanation of this ECP during their initial training session. The plan also will be reviewed in their annual refresher training. All employees have an opportunity to review this plan at any time during their work shifts by contacting (Name of responsible person or department)__________. Personal Protective Equipment (PPE)

Regulated waste is placed in containers which are closable, constructed to contain all contents and prevent leakage, appropriately labeled or color-coded (see Labels), and closed prior to removal to prevent spillage or protrusion of contents during handling.

Contaminated sharps are discarded immediately or as soon as possible in containers that are closable, puncture-resistant, leak proof on sides and bottoms, and labeled or color-coded appropriately. Bins and pails (i.e., wash or emesis basins) are cleaned and decontaminated as soon as feasible after visible contamination.

The hepatitis B vaccination series is available for free after training and within 10 days of initial assignment to employees identified in the exposure determination section of this plan. Vaccination is encouraged unless: 1) documentation exists that the employee previously has received the series, 2) antibody testing reveals that the employee is immune, or 3) medical evaluation shows that vaccination is contraindicated.

However, if an employee chooses to decline vaccination, the employee must sign a Declination Form. Employees who decline may request and obtain the vaccination at a later date free. Sharps Injury Log

(Name of Responsible person or department) is responsible for maintenance of the Sharps Injury Log for the recording of percutaneous injuries from contaminated sharps. The information in the Sharps Injury Log shall be recorded and maintained in such manner as to protect the confidentiality of the injured employee. The Sharps Injury Log will contain, at a minimum:

  1. The type and brand of device involved in the incident;
  2. The department or work area where the exposure incident occurred; and
  3. An explanation of how the incident occurred.

The Sharps Injury Log will be maintained for the period required by 29 CFR 1904.33.

Annual Review

Medical Records

Medical records are maintained for each employee with occupational exposure in accordance with 29 CFR 1910.1020, "Access to Employee Exposure and Medical Records."

I understand that due to my occupational exposure to blood or other potentially infectious materials I may be at risk of acquiring hepatitis B virus (HBV) infection. I have been given the opportunity to be vaccinated with hepatitis B vaccine, at no charge to myself. However, I decline hepatitis B vaccination at this time. I understand that by declining this vaccine, I continue to be at risk of acquiring hepatitis B, a serious disease. If in the future I continue to have occupational exposure to blood or other potentially infectious materials and I want to be vaccinated with the hepatitis B vaccine, I can receive the vaccination series at no charge to me.
