About Labor Standards

The Division of Labor Standards consists of three sections: Wage and Hour, On-Site Safety and Health Consultation Program, and Mine and Cave Safety. The Division determines and enforces Missouri’s Child Labor Law and Minimum Wage Law. The Division offers a free consultation service to employers to ensure they comply with federal Occupational Safety and Health Administration (OSHA) regulations and inspects mine and cave sites, trains miners in the practice of implementing safe and healthy working habits.

Matthew Cowell

Matthew Cowell serves as the Director of the Division of Labor Standards. He has over 20 years of experience in policy, training and staff development.

Matthew served as the Director of Safety and Health/Human Resources Manager for Twehous Excavating Company in Jefferson City, where he was responsible for the safety and health of over 85 employees.

He also worked for the Missouri Department of Transportation overseeing all aspects of railroad safety operations, including regulatory enforcement. He also spent time as an Adjunct Professor at Williams Woods University.
