About State Board of Mediation

The State Board of Mediation is the state agency charged with the responsibility for determining appropriate bargaining units of public employees that request the establishment of such units and for conducting elections to determine the exclusive bargaining representative for those units. Public bodies or their designated representatives meet and discuss proposals concerning employment conditions with the labor or employee organization the public employees have chosen as the exclusive bargaining representative.

Prior to founding Strategic Methods, LLC, a governmental consulting firm, in 2009, Mr. Smith had extensive state and local government experience. He served as both Director and Deputy Director of the Missouri Department of Labor and Industrial Relations, from 2007-2008 working on workers’ compensation, unemployment insurance, prevailing wage, workplace safety programs, minimum wage and discrimination initiatives.

Mr. Smith is a veteran legislator having served fourteen years in the Missouri House of Representatives. Mr. Smith also served as Governor Mat Blunt’s Director of Legislative Affairs and was Presiding Commissioner of Pettis County.

Active in a wide variety of local community, civic and fraternal organizations, Mr. Smith has served for six years, two as Chairman, on the Missouri State Employees Retirement System (MOSERS) and was the Governor’s representative to the Missouri Housing Development Commission, the Missouri Higher Education Loan Authority (MoHELA) and served on the Missouri Intergovernmental Cooperation Commission as both a local elected official and as a legislator.
