Teamsters filed a petition for certain employees of the City of Arnold. The Board excluded the Secretaries to the mayor and the City Administrator as confidential. The Board declined to exclude the Solid Waste Clerk as a supervisor, however, because there was no evidence that the clerk initiated policy or directed the work of any other employee. The Board did exclude the Street Crew Foremen as a supervisor since he had the responsibility to direct employees and did not work along side the crews. Finally, the Board excluded the employees hired under the federally funded ManPower Program, even though they did share a community of interest with the other employees. The Board noted that these employees were temporary and could be laid off with no expectation of re-employment.
