The union filed a petition for certain employees of the University of Missouri at Columbia. International Union of Operating Engineers, Local 2, intervened. The sole issue was whether the University of Missouri should be considered as one unit, or many, for bargaining purposes. The Board considered such factors as prior bargaining history, centralization of management, extent of employee interaction, degrees of autonomy at individual campuses, and differences or similarities in skills and functions of employees. Applying these factors, the Board concluded that the University of Missouri should be viewed as one entity for bargaining purposes.
