City of St. Louis, Department of Public Safety, Fire and Police Telegraph Section, St. Louis, Missouri

IBEW filed a petition for approximately 23 employees of the Fire and Police Telegraph Section of the Department of Public Safety. The City contended that three (3) persons employed as Alarm Signal Electrician Foremen were supervisors. The Board concluded that the three (3) Foremen were not true supervisors. They played no role in hiring, firing, or transferring employees. Although they do prepare annual rating reports used in promotions, this alone could not establish supervisory authority. The foremen cannot directly discipline other employees. The foremen use little independent judgment in directing and assigning their work crews. Finally, foremen spend a substantial majority of their time working alongside their crews.
