Teamsters filed a petition for approximately 20 employees of Available City Wide Transportation, which provides transportation for the elderly and handicapped of the City of St. Louis. The issue before the Board was whether Available City Wide was a public body within the meaning of the statute. The Board concluded City Wide was not a public body and was without any jurisdiction. The Board noted that employees were paid by SCSAC #6, a general not-for-profit corporation established by private citizens. Operating funds are provided by the federal government. No state or city funds were involved. The Board therefore, dismissed Local 610’s petition for lack of jurisdiction.
