Service Employees International Union, Local 50, Intervenor and City of Perryville, Missouri

The union filed a petition for certain employees of the City of Perryville. SEIU, Local 50 intervened, also seeking representation of Perryville employees. The Board concluded that Assistant Superintendents were not true supervisors. They Board noted that they could not effectively recommend the hiring or firing of employees. They had little authority to direct the work force except when the Superintendent is absent. Finally, they spend a majority of their time working along side the other employees.
