Riverview Gardens School District, St. Louis, Missouri
Teamsters filed a petition for representation of certain employees of the Riverview Gardens School District. The union sought all regular full-time Bus Drivers, regular part-time Bus Drivers, and substitute Bus Drivers. The School District contended that the unit should not include the 22 regular part-time Bus Drivers and the four (4) substitute Drivers. The Board found that the regular full-time Bus Drivers and the regular part-time Bus Drivers shared a community of interest. They noted that they perform similar duties and have considerable contact and interchange. They also share common supervision. The Board was also concerned that separating the three (3) full-time Bus Drivers would over fragment the bargaining units, and lessen their strength at the bargaining table.
The Board found insufficient community of interest between substitute Bus Drivers and the regular Bus Drivers to include them in the bargaining unit.
