American Federation of School Administrators, Local 75 v.
St. Louis County Special School District, St. Louis, Missouri

Local 75 filed a petition to represent employees of the Special School District. Specifically, they sought all administrative positions below the level of Associate Superintendent. The School District objected on two (2) grounds. First, they argued that the employees sought were Teachers and, therefore, outside the Board’s jurisdiction. The Board rejected this argument since the primary duties of the employees in question were not to provide instruction to students in a classroom setting.

Secondly, the School District argued that the positions sought were supervisory. The Board concluded that all the positions sought were supervisors. Since all the positions were excluded, the Board did not issue an order directing an election.
