The union filed a petition to represent a unit consisting of craft employees within CMSU. The respondent argued that the appropriate unit should consist of all service employees who perform non-professional, non-management, and non-clerical duties involving the physical functioning of the university. The Board looked at a number of factors including similarity of work, similarity of benefits, frequency of contact, geographic location, and the history of collective bargaining. They concluded that the larger unit was appropriate. They noted it was the policy of the Board to prevent over fragmentation of bargaining units.
