CWA filed a petition for a bargaining unit comprised of all Dispatchers in the University City Police Department. The City wanted to exclude Lead Dispatchers as supervisors. The Board concluded that Lead Dispatchers were not supervisors. They noted that despite doing some administrative duties, Lead Dispatchers spend most of their time performing duties similar to those of regular Dispatchers. The Lead Dispatchers also had virtually no role in hiring, firing, or disciplining other workers.
