IBEW filed a petition for certification as public employee representative of all Production, Construction, and Maintenance employees of the City of Sikeston. The City objected to the inclusion of the Vehicle Maintenance Supervisor and the Crew Leader, claiming they should be excluded as supervisors.
The Board concluded that the Crew Leader and Vehicle Maintenance Supervisor were in fact true supervisors under the test. The Board relied on the fact that these positions had considerable say in recommending who was hired and promoted. They also directed the other employees’ day-to-day activities and were paid more than the workers they supervised.
