AFSCME sought the inclusion of Airfield Operations Specialists (AOS) into their existing certified bargaining unit. The City of St. Louis, Lambert Airport, claimed that the workers should be excluded because they were supervisors and/or managers.
The Board looked at its supervisor criteria. After considering these factors, the Board decided the AOS’s were not supervisors. They noted that no employees reported to them, they did not enforce directives with discipline, they did not have recommendations in hiring and they supervised activities rather than employees.
The Board also said that they did not qualify under the management exception since they did not participate in the formulation, determination, and effectuation of management policy. They merely implemented policies and procedures created by others.
The certification granted to AFSCME in Case No. R 86-023 was amended to reflect the inclusion of the Airfield Operations Specialist classification in the bargaining unit.
