City of St. Louis, Department of Corrections, Medium Security Institution, St. Louis, Missouri
In this case the Board held that: 1) RN II, Princess Keaton, was a supervisory employee and therefore was excluded from any bargaining unit; 2) the two RN’s under Keaton were neither supervisory nor managerial employees, so they were eligible for inclusion in the bargaining unit; 3) the three program specialists at Medium Security were neither supervisory nor managerial employees, so they were eligible for inclusion in a bargaining unit; and 4) the two RN’s under Keaton and the three Program Specialists were included in the existing bargaining unit as Medium Security.
The Board amended the certification granted to the union in Case No. 79-058 to reflect the inclusion in that unit of the two RN’s under Keaton and the Program Specialists.
