AFSCME filed three (3) separate election petitions seeking three (3) separate bargaining units in the Health Division of the St. Louis Department of Health and Hospitals. One petition sought a unit in the Vector Control subsection of the Environmental Health Services section of the Health Division. Another petition sought a unit of clerical workers in the Communicable Disease Control section of the Health Division. Another petition sought a unit of clerical workers in the Environmental Health Services sections of the Health Division.
The Board held that the proposed clerical units in the Communicable Disease and Environmental Health Services sections were inappropriate. As a result, the Board dismissed those two petitions.
The Board found that the proposed wall-to-wall unit of Vector Control employees was appropriate. The Board, therefore, ordered an election for that unit.
