The sole issue in this case was whether the two (2) Chief Plant Operators at the City’s Water and Waste Water Treatment plants were supervisory or managerial employees. The Board held that they were neither supervisory nor managerial employees. Consequently, they were included in the agreed upon bargaining unit.
