The sole issue in this case was whether two (2) Crew Leaders in the City’s Public Works Maintenance Division should be included in a bargaining unit of Maintenance Division employees. The City contended they should be excluded from same due to their supervisory status. After reviewing the record evidence, the Board concluded that the two (2) Crew Leaders at issue were not supervisory employees. They were therefore, included in the Maintenance Division bargaining unit. An election was ordered in that unit.
