There were two (2) issues in this case: 1) the composition of the bargaining unit and 2) whether the three (3) Crew Chiefs should be excluded from the unit.
With regard to the first issue (unit composition), Teamsters proposed a unit that included the Public Works employees, Park employees, the Meter Reader, and the Meter Service Technician in a single bargaining unit. The City proposed a unit of just Public Works employees, and wanted to exclude the Meter Reader, the Meter Reader Technician, and the Parks employees from the unit. The Board held that the Union’s proposed unit was appropriate. Thus, it included the Public Works employees, Parks employees, the Meter Reader, and the Meter Service Technician in a single bargaining unit.
With regard to the second issue (supervisory status), the City contended that the three (3) Crew Chiefs should be excluded from the unit as supervisors. The Board found that the three (3) Crew Chiefs were not supervisors. They were therefore included in the unit found appropriate.
The Board ordered an election in that unit.
