The issue in this case was the composition of the bargaining unit. Specifically, whether the Sanitation Clerk and Transportation Records Clerk comprised an appropriate unit. The City objected to the proposed unit as an inappropriate attempt by IUOE to carve out two (2) positions from an appropriate unit of sixteen (16) clerical. The Board applied its usual test and determined that the proposed unit was inappropriate.
