The State Board of Mediation’s position, based on Missouri Supreme Court opinions and the language of state statutes, is that proceedings before the Board constitute the practice of law. Consequently, going forward, all new petitions and other motions must be filed by an attorney licensed in the State of Missouri or appearing pro hac vice. Individuals representing themselves before the Board are not required to have an attorney. Memo to Parties
