Appeals Terminology

APPEALS TRIBUNAL
A referee appointed to conduct hearings and make decisions on appeals from administrative determinations and petitions for reassessment.

COMMISSION
The Labor and Industrial Relations Commission of Missouri, composed of up to three commissioners appointed by the governor.
DECISION
An administrative ruling made by an Appeals Tribunal after a hearing.
DE NOVO
A term that means the appeal must be heard from the beginning, and the parties must present evidence to the Referee even though such evidence had been previously given to the deputy.
DEPUTY
An employee of the Division designated to make investigations and administrative determinations under Chapter 288 RSMo of the Missouri Revised Statutes.
DES
The Missouri Division of Employment Security.
DETERMINATION
An administrative ruling made by a deputy without a hearing.
ORDER
An administrative ruling by an Appeals Tribunal when no hearing is held.
REFEREE
An employee of DES designated to serve on an Appeals Tribunal and function as an administrative judge.
RSMo
The Missouri Revised Statutes.
