Chairman - Rodney J. Campbell

Rodney Campbell was appointed by the Governor as the public representative to the Labor and Industrial Relations Commission in April 2022 and appointed as chair in July 2022. Rodney previously served as an Assistant Attorney General in the Labor Division of the Missouri Attorney General’s Office. He then worked in private practice prior to joining the LIRC. Rodney is a graduate of Missouri State University and Saint Louis University School of Law.

Commissioner - Kathryn Swan

Kathryn Swan was appointed as the employer representative on the Labor and Industrial Relations Commission (LIRC) by Governor Michael L. Parson in July 2022.

She is the former President of JCS Wireless, a small wireless telecommunications company founded by her father, Charles W. (Sonny) Johnson.  In addition, she has been employed in a variety of nursing positions at Saint Francis Healthcare System and Southeast Missouri State University.

Swan has served in several elected positions:  Missouri State Representative – District 147, Cape Girardeau City Council, Cape Girardeau Board of Education, and Cape Girardeau County Republican Central Committee.

During her time in the Missouri House (2013-2021), she served as Chair of the Workforce Development Committee, Chair of the Elementary and Secondary Education Committee, and member of the Joint Committee on Education, Budget Committee, Professional Registration and Licensure, Higher Education Committee and Subcommittee on Appropriations – Health, Mental Health, and Social Services.  She was successful in passing more than 30 pieces of legislation focused on education, healthcare, and workforce development. 

Swan earned an A.A. in Nursing and B.S.N. from Southeast Missouri State University. She attends St. Vincent de Paul Catholic Church, serving as a church musician. She and her husband of 51 years, Reg, reside in Cape Girardeau, Missouri.  They have two children and two grandchildren.

Commissioner - Lauren Arthur

Lauren Arthur was appointed by the Governor as the employee representative to the Labor and Industrial Relations Commission in July 2024.

Prior to her appointment, Lauren served two terms in the Missouri House of Representatives and two terms in the Missouri Senate. During her time in the Senate, she chaired the Committee on Progress and Development and acted as ranking member on the Appropriations and Education committees. Among many initiatives, Lauren advanced legislation to improve literacy and expand Medicaid coverage for new moms.

Lauren attended Smith College in Northampton, Massachusetts. During her time at Smith, she interned at the Smithsonian’s American History Museum and the Scottish Parliament. She graduated magna cum laude and Phi Beta Kappa with a degree in History.

After college, Lauren returned home to Kansas City to join Teach for America. She worked as a middle school teacher, teaching English and Language Arts at Urban Community Leadership Academy. During that time, she earned her Masters in Education from the University of Missouri – St. Louis. She also worked as a Project Manager at VML, a global advertising agency headquartered in Kansas City.

Currently, she serves on the governing board of University Health (formerly Truman Medical Centers), which provides quality healthcare to the Kansas City community, for the insured and uninsured. She also is a board member for Debate-Kansas City.

She lives in Kansas City with her husband Russell and their dog Odie.
